Cal. Code Regs. Tit. 22, § 70059.1 - Rural Area For the purposes of Health and Safety Code, Section 1250.8(b)(4)(A), "rural area" means any area which is located more than 30 miles or 30 minutes driving distance from the city hall for any metropolitan area with a population of 150,000 or more.
