Basis and scope.

(a)

Defines outpatient physical therapy and speech pathology services;

(b)

Imposes requirements with respect to adequate program, facilities, policies, staffing, and clinical records; and

(c)

Authorizes the Secretary to establish by regulation other health and safety requirements.
